IBM Watson Health business is seeking to hire an Offering Manager for the Social Programs group.
You will be responsible for acting as an entrepreneur, strategist, technical visionary, cross-functional team leader, and client advocate. In this role, you will have two primary responsibilities: (1) defining the new product to be built; and (2) managing its development, launch, and ongoing improvement.
To fulfill these responsibilities, you will be responsible for leading and influencing a diverse cross-functional team as the market authority and acting as a "General Manager" for their scope of the business.
As part of the Watson Health division, focusing on solutions centered on changing the tools which affect the way clients are managed, the Offering Manager will be responsible for:
Defining differentiated solutions which will be used by governments and providers for social programs
Understanding cognitive analytics and other advanced analytics which may be applied to social program domain to get better insights and enhance decision-making for better outcomes.
Partnering with the appropriate ecosystem to ensure they are providing data / solutions and consuming Watson Health services to ensure IBM is providing a one of a kind solution set to the marketplace
Supporting key ecosystem and consortium initiatives in concert with Watson Health division leadership
Supporting key / strategic client engagements with a focus on developing references

Required Technical and Professional Expertise
At least 5 year experience in product or offering management including successfully defining and delivering high value products to market
At least 3 year experience in working knowledge of analytics and reporting concepts
At least 2 year experience in Cloud or Software as a Service (SaaS) offering environment
Demonstrated ability in leading with influence across complex corporate organization
Ability to lead large, diverse and geographically dispersed teams
Track record of being customer-driven with strength in aligning project outcomes with customer outcomes, taking responsibility for ensuring customer’s problems are both well understood and solved
Desire for continuous learning, growth and development
Preferred Tech and Prof Experience
More than 5 years’ experience in product or offering management
Track record in Information Technology
More than 3 years’ experience of working knowledge in analytics and reporting concepts
More than 2 years’ experience in Cloud or Software as a Service (SaaS) offering environment
Experience in and working knowledge of the Social Program Management/ Social Services in public sector/government and core functionality or associated business of Human Services programs (such as Medicaid, Non-MAGI, SNAP, TANF, income support, child services, etc.)
