New roles are being created that never existed before to meet the demands of this transformation.As a Data Governance Specialist you will serve in conjunction with IBM Watson Health Data Governance Board to manage, prioritize and execute Watson Health’s Data Governance strategy. You will utilize your deep knowledge of data governance and data management principles to implement data analytics programs for numerous projects, as well as helping to craft and implement Watson Health’s data use and processing procedures and policies. You will orchestrate people, processes and technologies to enable IBM Watson Health to leverage data as an asset to improve the ability of doctors, researchers, insurers and other health related organizations to surface new insights from data to and deliver personalized healthcare. As a Watson Health Data Governance Specialist, some responsibilities include:

  • Serve in a leadership role for Data Governance activities in the central Data Governance team within IBM Watson Health.

  • Assist in creating, implementing and maintain Data Governance Board policies and procedures to enable the compliant and ethical execution of the Data Governance strategy.

  • Actively contribute in the development of data strategy, articulate value proposition and monetization of strategy.

  • In collaboration with stakeholders across the organization, identify and document enterprise wide data needs, and facilitate action plans to satisfy those needs.

  • Work with leadership to identify Data Stewards across the organization to develop and maintain data standards and quality thresholds.

  • Collaborate with various internal and external stakeholders to ensure IBM Watson Health policies and practices comply with applicable domestic and international data privacy laws and regulations including HIPAA, EU General Data Protection Directive/Regulation, EU-US Privacy Shield.

  • Formalize the accountability for the consistent management of definition, production and usage of data assets within IBM Watson Health and future acquisitions.

Ideally, you will possess

  • Bachelors degree

  • Deep understanding and experience with Data Governance and related principles

  • Knowledge of reporting (Cognos, Qlik View, etc.) and de-identification tools and methodologies.

  • Experience with Infosphere or similar extract, transform and load (ETL) tools (Data Governance tools).

  • Certification in Data Governance preferred (ARMA International, Data Management Association International, Information Systems Audit and Control Association or equivalent).

  • Demonstrated ability to apply Data Governance principles to a diverse and complex organization to deliver quality and timely results.

  • Knowledge of System and Software Development Processes and Lifecycles.

  • Expert Microsoft Office skills.
