Senior Business Analyst – IBM Watson Health Government Analytics Overview:IBM Watson Health Government Analytics objective is to deliver world class analytics and cognitive insight offerings and solutions to our international customers. To support this very exciting effort we are recruiting across a wide variety of roles, including experienced Business Analysts. This is a great opportunity to join us for this period of growth ResponsibilitiesAs a Senior Business Analyst, you will provide subject matter expertise both internally and externally. You must possess a unique blend of business and technical savvy; a big-picture vision, and the drive to make that vision a reality. You must enjoy spending time with customers (internal and external) to understand their problems, and find innovative solutions for the broader market

  • Interview end users to understand their role and document personas

  • Provide design and development teams with end user requirements (via user stories, scenarios, screen prototyping and other requirement specification templates as necessary) – attention to detail a must

  • Facilitate design workshops and present business solution playbacks to project stakeholders

  • Collaborate and consult with business and technology teams to shape requirements and help articulate requirements between various departments into actionable requirement artefacts.

  • Act as an expert across the business for assigned products.

  • Contribute to design thinking workshops by expressing ideas that always focus on the end user. Encourage collaboration and strong team work to achieve quality design.

  • Liaise with customers and team members to ensure a quality product deliverable.

  • Advise approaches to satisfying a business requirement that focus on the target user experience.

  • Mentor other team members.

  • Contribute to release deliverable artefacts such as sales enablement and training materials.

Required Skills and Experience

  • BSc, BA, MSc MA degree and at least three years experience in a business analyst role or similar.

  • Demonstrated ability to convey complex ideas in an easily understood manner.

  • Proven ability to influence cross-functional teams without formal authority.

  • Strong writing and verbal communication skills.

  • Experience building requirements for new application development.

  • Practical knowledge of software development lifecycles

  • Demonstrated ability to understand industry issues and problems, relate them to clients' needs, and propose appropriate solutions.

  • Excellent organization skills, ability to take initiative and work independently or as a member of a small team.

  • Excellent interpersonal skills and relationship building, ability to collaborate and build consensus.

  • Desire to continue learning more about social programs, healthcare and the technologies supporting both

Preferred Skills and Experience

  • 5+ years’ experience with healthcare data and analytics.

  • 2+ years’ experience working with Medicaid data and analytics.

  • Previous experience as a business analyst working with software developers.

  • Knowledgeable in technology, specifically data warehousing.

  • Strong competency in Cognos.

  • Competent in at least one analytics technology (e.g., SAS, R, SPSS).

  • Competent in at least one geospatial technology (e.g., MapInfo, ESRI).

  • Understanding of both technical and business process MITA requirements

  • Strong competency writing User Stories with Acceptance Criteria

  • Experience using an Agile Software Development tool
