The candidate will be responsible for the development and production of articulate, compliant, high-quality, multi-million/billion dollar proposal content for highly complex responses to RFIs, RFQs, RFPs, and unsolicited proposals and ensure on-time delivery. The candidate will participate in all aspects of the proposal development process from pre-solicitation through final response. The candidate must be detail oriented with excellent English, strong interpersonal, computer and organizational skills.Key Responsibilities:
Responsible to work with the Client Service Executive (CSE) for managing the proposal development from receipt of RFP through production.
Analyze RFP requirements, develop compliance matrix, and establish proposal schedule including all proposal development activities, meetings, document reviews, and approval gate reviews.
Work with internal IBM business advisors representing various corporate interests such as finance, legal, contracts, and risk and manage all associated checklists and approval processes.
Manage teams of up to one hundred staff writers, technical editors, subject matter experts, and business development professionals to produce proposals under tight deadlines that are factually accurate, grammatically correct, and that tell a compelling story.
Write/edit proposal narrative as necessary based on input from applicable sources and geared toward Federal Government clients.
Edit for clarity, grammar, accuracy, and consistent voice. Make swift production decisions without compromising integrity or timelines.
Prepare and conduct proposal kick-off, then manage and lead daily status reports to capture leadership and team members.
Develop proposal production and delivery plans that minimize risks and provide realistic completion deadlines. Coordinate and manage review cycles and approval gate review schedule.
Manage proposal data repositories including team member management and regular document update and publication.
Work with key business and technical leaders to map the designated processes and determine potential process efficiencies.
Ensure that proper procedures are being followed and address execution gaps as appropriate, always driving for maximized process efficiency.
Plan and arrange in advance for the necessary proposal production resources (manpower, money, and material resource requirements).
Identify items that are behind schedule and barriers to progress and plan and implement effective and efficient problem-solving and corrective action plans.
Creation of pre-proposal artifacts such as writer guides, proposal communications plan, setting up dedicated space and access in virtual/collaborative proposal tools, requirements driven outlines, final B&P estimates and materials for the Bid/No-Bid review gate
Capture Lessons Learned and implement improvement to the proposal process and product.

At least 8 years of substantive and demonstrable federal proposal, solicitation and/or project management experience, preferably in the IT professional services industry, with demonstrated experience managing proposals with Total Contract Value ranging from $20 million and up
At least 2 years experience with current FAR/DFAR contract clauses with ability to conduct solicitation compliance assessments for RFP sections other than C, L, and M.
At least 3 years experience with research, development, and delivery of proposal volume content across both technical and management disciplines when individual contributors are not available
At least 3 years experience with word processing skills with proficiency in the Microsoft Office Suite.
At least 3 years experience working with various work streams including Partners, Directors, Managers, Technical, and Administrative staff, as well as teaming partners.
Basic Knowledge of English Language
