Support the Project Manager coordinating and managing the delivery of all financial deliverables for the MeF IS project.
Understand the IBM GBS Public Sector Earned Value Management System and Micro-Frame Program Manager (MPM) tool utilized for EVM reporting.
Create and maintain detailed Microsoft Excel spreadsheets containing staffing detail as input into MPM for the Budgeted Cost of Work Scheduled (BCWS) and Estimate to Complete (ETC).
Generate monthly EVM reports to be sent to the IRS including development of draft variance explanations.
Assist with the development of the project's execution budget and annual Fall Plan. - Develop project monthly forecast working closely with PM/PE - Explain actual vs forecast variances.
Interface with the Project Financial Analyst and Industry Planner.
Develop and maintain financial work breakdown structure (i.e. project ID and work package structure)
Monitor project labor and expenses weekly
General weekly burn rate report
Generate Microsoft PowerPoint slides for weekly PMO status meeting to present actuals vs budget and forecast, and staffing needs
Project future funding needs.
Investigate labor and expense discrepancies
Maintain Work Authorization Tool (WAT) Work Authorizations and employee work package assignments.

At least 5 years of experience as a Financial Analyst.
At least 5 years of experience with IMAPS/Cognos and the Work Authorization Tool
.At least 5 years of experience working with EVM.
Experience with pricing proposals and change requests through the IBM proposal process Strong project coordination and management skills.

Must be flexible in response to changing release dynamics MS Office (Powerpoint, Excel, Word) .
